In 2007, a national pre-season solicitation plan for Global Incident Purchase Agreements (I-BPA) was developed to meet the requirements of the USDA Office of the Inspector General Audit No. 08601-40-SF to comply with Federal Procurement Regulations (FAR) and identify an acquisition cycle for competing equipment commonly used to handle incidents.
